Defrag & Fixed Files

I'm somewhat new to XP... I just upgraded from Win98SE to XP Pro last
month.

I've got 3 Hard Drives:

Drive C: - 80gb - NTFS - WinXP Pro, Program Files and Documents & Settings
Drive D: - 20gb - FAT32 - My Documents, My Music, My Pictures, etc.
Drive E: - 120gb - FAT32 - External Seagate for Backup

Only Drive C: is setup for Indexing and System Restore... Drives D: and E:
are as they've always been (back when I was running Win98SE).

Why are there so many "Fixed" files that are unmovable on Drives D: and E:?

I'll admit that I'm kind of anal-retentive and OCD-ish when it comes to
keeping the drives free of junk and fully defragged. I can understand
Drive C: having "unmovable" files, but Drives D: and E: ???

BTW: Even though Drive D: has My Documents, My Music, etc., the default
paths are still the same. XP still points to the default folders in
"Documents and Settings".

This is driving me Nutz!

I guess the file becomes unmovable when there is not enough space for
the defragger to keep the file separate and append all the other pieces
of the same file.
Bigger the file more of such issue, for example system restore files
are huge these are the files which are most of the time unmovable in
c:\
Also if any program is accessing the file defragger wont be able to
move it... so the best practice is to do it in safemode.
