For the second part of your question, read all about defragmentation and
think about how you would handle it. Look at various defrag utilities
and see how they did it. Ask your teacher if there is something you
don't understand.

Using Windows XP with the NTFS file system doesn't require must
defragmentation because XP spreads the files over the area of the drive
(instead of on top of each other as in the FAT32 file system), so they have
space to grow.

If you are using Windows 98 or XP with FAT32 you should defragment after
clearing the Temporary Internet Files because they are small files that leave
small gaps that are filled with larger files that therefore have to be
fragmented by Windows.

NTFS does require defragmentation. It's "Urban or PC Legend"
that tries to say NTFS is immune from fragmentation. However,
the newer drives with Caches of 8+ Megabytes do tend to mask
out the effects of fragmentation a little.
