While saving the picture from the Internet Explorer, in the My Pictures
folder, it takes nearly 20 to 30 seconds. No third party image savers are
installed.

Somewhere I discovered that updating the video drivers will resolve this
issue. This has been done, however the issue persists. Replaced the
motherboard and installed Windows XP again, the issue persists.

Any Ideas ??

It looks as if you have system monitoring software such as a virus scanner
that is responsible, perhaps because you have more than one program trying to
monitor the file activity at the same time, so try switch off all monitoring
software -offline - before you save a image.
