Is this a standalone home computer or one at a workplace? If the latter,
perhaps your IT Dept. has set a standard background and you should talk
to them. If a home computer, go to the Display applet in Control Panel
and look on the Desktop tab. Click on Customize Desktop, and then click
on the Web tab. You will see that there are checkmarks next to "My
Current Home Page" and probably "Lock Desktop Items". Uncheck these.
If none of the above works, post back with a better description of your
computer and whether you were ever able to change the background
picture. If so, what changed between the time things worked and the
time they didn't?
