From Kelly's site

Run devmgmt.msc or if it is truly gone, create another one by running "mmc /a", adding the device manager plug-in and saving that to devmgmt.msc in %windir%\system32.

I tried that, but couldn't add the device manager plug-in. In the list of
snap ins to install, device manager was listed with the others, but it was
the only one that didn't display a provider. Can it be that the device
manager is not on the computer and if so, where can I get it?
