My friends computer is a Dell Dimension 8400 with Windows XP SP2. If you look
at the device manager, there are no devices listed at all, It is completely
blank. If you boot up in safe made, then they appear. There are no errors in
there. Please help. I have the computer here with me.

Thanks guys, but I have looked at that and it is set to automatic. I did look
at the other Q+A regarding this and the only thing I see different from
everyone else is that when I go to regedit hklm etc, enum, there is no
administrator listed. Just system and user. Do I need to add admin and set
permissions? Will this help?

Try stopping and restarting the Plug and Play service.
