Device manager is empty

Recently, I have got this problem: Device manger is empty. It can be
opened either from the commend line or from My computer -- Manage. So
how can I get all the device contents to be displayed by Device
Manager?

Perhaps see if the plug and play service is running.
Start/run type in services.msc and click ok.

Find plug and play in the list see if its running. If not, try to start it.
