- DirectX 9c problem

When I run DXDIAG I get a message on the tool that says file system.dll is
missing and I should reinstall DX9c. I did, to no avail. I tried to get
assistance from MS but was told I had to call the manufacturer, who, in turn,
told me it was a MS problem. Can anyone give me any idea what to do in order
to fix this problem? I am at my wit's end. There is nothing in the knowledge
base about this problem.

What do you get while trying to reinstall?

Roy,
I clicked on the download link and then ran the install. It showed to be
installing, but took only about 10 seconds as opposed to the 30 minutes it
claimed it would take. I ran the DXDIAG again, to the same end: file
system.dll missing.
