Disable automatically finding shortcuts

Disable automatically finding shortcuts: Posted by Alex Coleman on October 18th, 2005; In XP I sometimes get the message:
"Missing shortcut - windows is searching for ..."

How can I disable this feature?

ISTR seeing the option to do this somewhere! But where?
