Disable F Lock key

I've got a Microsoft wireless keyboard that has a F Lock key. I really
don't mind this except that when I reboot or come out of sleep mode the
F keys are disabled and I have to push the F Lock key to get them to
work. Is there a way to have the default to be on, or dis able the key
with the F keys active all the time?

Same problem over here with a Logitech Internet navigator (not wireless)
However, sometimes it's automaticly on. seen it happen once or twice.
Don't have an answer to it. so i hope someone will
