- Domain Users, how to share folder

Hi everyone,
i have problem regarding shares and Users.
Is there any way to configure policy so that domain users (not power users,
not admins) are allowed to create share on local drive.
Simple file sharing is unchecked.
Please don't offer any solutions where rights must be elavated through Local
groups (I know how to put Domain users in local Power users).

Then why ask the question, if you're going to automatically disqualify
