- Double Quotation marks!!!

I am always getting double quotation marks when ever i press the quotation
mark button once. I then have to go back and remove one set. If I press to
get an apostrophe then i get two of those. Somewhere the setting is set to
double!
Please help...its happeneing in MSN messenger and hotmail. I have XP Home

Are you sure? Sure you don't press once and nothing happens, then a second press inserts two?

Make sure to specify a "US" keyboard in the Control
Panel. You're currently on a different keyboard, that's
why it happens.
