How can I share the Windows\Downloaded program files to normal XP users.

Right click the folder that contains the files you want to share -->
Properties --> Security --> Advanced and change Permissions for the folder.

That is a system folder whose permissions generally cannot be altered.

What you suggested is right for a normal folder.
But unfortunately Windows\Downloaded program files doenst have any tabs for
sharing and security. You can check it
