Dragging quick launch to top

I'm trying to drag my quick launch bar to top of screen, but each time I try
and drag the "complete" bottom bar is moving. I'm doing something wrong!

Can anyone advise me please?

In your Date/Time control panel, you could make sure that an internet time
server is disabled.

Grab the "separator bar" of the Quick Launch bar if you want to relocate
it. (Cursor will turn to double headed arrow)

Thanks for replies, but I'm still getting "complete" bottom bar moving
(including "start and clock etc). Should toolbars be locked?

I know what I want can be done, but sure there is some trick to it, but I
can't remember it!

Is your task bar "Locked" (right-click on it and see)? If so, removing
the checkmark against "Lock the Taskbar" as the first step might help.

I have it "unlocked", but just fail to see how it moves!
