1. Open XP's "Help and Support Center"
2. Type DVD in the search box, hit enter.
3. Click on "DVD Troubleshooter".
4. You probably need a new DVD decoder or reinstall the one you had.

It could be either hardware OR software.

Software: DVD player program. Uninstall then reinstall. Or find a
different one.

Hardware: Bad media (may just need to be cleaned) or Bad drive.
Specificly the laser lens may be getting dusty. This is usually not
econonomical to fix, as it involves dismantling the drive. It's better
to get a new one in most cases.

There are two possible options here - software
and hardware. If you mean it will not play a
DVD, but can still read a data DVD (one you
have data on), then the probable issue is the
software. If you mean you can put a data CD
in and read the files with no problem, but a
data DVD will not read, that probably is a
hardware issue. If I remember correctly, they
use two different color lasers to read CD and
DVD media. I have seen this before where one
laser went bad. Best solution in this case is
to replace the player with a new one.
