Is there any free software out there I can down load to test the
functioality (look for problems) with my CD and DVD ROM drives?

Not a diagnostic exactly, but Nero Information Tool is a handy
utility. It would help is you could give a little more details on the
issue(s) you're having.
The Info tool is available here:
http://www.nero.com/en/Info_Tool.html
You might also check around on Nero's website there may be
other offerings for diagnostics/testing.

Nero CD/DVD test can test quality of recorded media-writer so you can have
an idea of the "pernnity" of data burned
