"Enable boot logging"???

I have an ever booting computer that never loads windows.
I have tried ALL the options given by F8.
I tried the choice "Enable Boot Logging by choosing it and hiting enter.
According to MS article 315222
"Enable Boot Logging: This option turns on logging when the computer is
started with any of the Safe Boot options except Last Known Good
Configuration. The Boot Logging text is recorded in the Ntbtlog.txt file in
the %SystemRoot% folder."

I then switch to my original XP-CD and go to repair to reach a C:\windows
prompt.
I use the help command "systemroot" and enter, type ntbtlog.txt and get
told it doesn't exist.
If I do a dir at C:\windows I cannot see the file ntbtlog.txt.

Is %SystemRoot% the same as the systemroot command in the repair menu?
If not how do I get to %SystemRoot% from a C:\windows prompt?
