File Permission not working for Administrator

My Quicklaunch toolbar is acting up (same problem with Start/Programs also).
I have a number of icons (not all) where a single click will not launch the
program. Also, when I attempt to start the same program via Start/Program,
the same thing happens, i.e. nothing.

The fix I have come up with is to right click the icon and select "run as".
I then get a screen where I select other user, i.e. Administrator, and enter
the password for Administrator. Note: I am already logged in as
Administrator. There does not seem to be a pattern as to which programs
require this "fix", i.e. I have the problem with Quicken and Internet
Explorer.

I have searched a number of websites/forums and have not found anything to
help. Would appreciate any suggestions or comments.
