if a hard drive is not formatted, does that mean there is no data on the hard
drive? If not is there a way to recover the data.

It does not mean that there is nothing there, but it will be harder to get
back than if the drive was still formatted..

You can use a program like PC Inspector to try to get your files back..
select the File recovery to download..

Don't hold your breath.. file recovery is never a cert..
