When I use
CD "Documents and Settings"
or
CHDIR "Documents and Settings"
in recovery console, system show "Access Deny".

Is there a method to access "Documents and Settings" directory ?

Use the Set command with the AllowAllPaths variable

You still have to allow in in security policy first.

First you'll need to Control Panel|Admin Tools|Local Security Policy
Recovery console:"Allow floppy copy and access to all drives/folders" set to
enabled

Then from the recovery console command line;
SET allowallpaths = TRUE
