How to disable the Local Area Network Settings under Internet Options

Hi,
Just a quick question. I want to prevent users from Internet accessing and
what should I do to disable the LAN settings under Internet
Options\Connections so that they couldnt make any changes on it?
Need to modify registry or any sucurity policy needs to apply?

Windows XP Pro has the Group Policy Editor that allows you to impose
restrictions of that kind, but if you have the Home Edition of XP, get a
Firewall such as Zone Alarm Pro from http://www.zonelabs.com/ that has a
password feature so that no one can log into it and change its settings, and
then make use of its Internet lock to block Internet access.
