There is an Import/Export function on the File Menu of Outlook and Outlook
Express that will walk you through the steps.

If OE and OL are both installed on a machine, you can export OE data to OL, you can export OL data to OE, you can import OE data into OL, and/or you can import OL data into OE.
If OL is not installed, you cannot import OL data into OE.
If OE is not in use, you cannot import OE data into OL.
