- how do I start 'Security Center' service?

whenever I used to start my computer, I always used to get this balloon tip
in my taskbar saying 'turn on automatic updates' , it had the red sheid sign
on it.
Well now when I turn on my computer I dont get that anymore, is there any
way to get it back? i would also like to know how to start 'Security Center'
service.

Control Panel. It's in there.

You probably dont get the reminder again because you might have turned on automatic updates on your
