How to enable Task Manager?

I have recently upgraded from Windows 98 to Windows XP (Service Pack-2).
After upgradation, whenever I do ctrl-alt-delete it says my "Task Manager is
disabled by my administrator". This is my home PC and I am the Administrator.
The PC has my daughter as a second user and she is also an administrator. But
even when I remove my daughter's user account, I get the same message on
ctrl-alt-del. I am unable to access my Task Manager. I need to know HOW DO I
ENABLE MY TASK MANAGER ??? Somebody help me please!!!

hi,
you need to check from Start -> control panel -> user accounts whether your
account has administrator rights.

If you are the aministrator, try this: download the following file and save
it on the desktop. Then double click it to run the file. Then resart your
computer and check whether the Task manager opens or not.
