How to enable Tooltip display on Windows XP?

on my windows xp, if the title content of Windows Explorer is very long, when
i move the mouse over the Explorer's title, there is no tooltip for the
complete content of the title displayed.
while on another XP, there is tooltip for the complete title.

where should i change to let the tooltip show up?

What exactly did you try? You can have system settings and you can
customise. I used the KB as a stepping stone to see where it might lead.
