i cant open this feature to change my privacy settings and delete cookies and

jo i dont understand what toi do sorry im at a basic level. when i try to
open internet optopns i get the eggtimer briefly for a flash of a second then
nothing, i have opened the link u sent what do i do with it , what number
should i be on to fix my problem , hope u can help me
