I am running Windows XP Pro SP2. When I turn my computer on
and prior to the logon screen I get the following error message,

Parser message rcint failure string table id not found. '45' at line 516

If I hit enter several times it finally goes away. I have tried changing
themes
but that has not helped.

I have scanned and have no viruses nor spyware (Microsoft Anti-Spyware)
I also have noticed that I can't shutdown, reboot or logoff

Please advise
