Program modifying file permissions, but how?

I have an Administrator and a Guest account on my PC. From the
administrator account, I modify the following file's permissions:

C:\Documents and Settings\MyGuest\.limewire\limewire.props

- remove all inheritance
- Administrators set to full control
- Guests to 'read' access, write 'denied'

What I can't figure out is that the program, Limewire, is still somehow able
to modify the limewire.props (config file) and I don't understand how this
is happening when the permissions are set as indicated above. Can someone
offer some insight?

Limewire itself will have system permissions and if you did not remove them
from the folders permissions then it will still be able to edit these
settings and there is also the possibility that you need to take ownership of
the folder. The owner may still be set on system or guest and owners have
special permissions which allow them to do everything. Try to take ownership
of the file folder as well as removing the system permissions. Good luck
