What is the recycler folder for? It appears on my system sometimes,
sometimes not. Can I clean it out and remove it and if so will the system
recreate it?

To put it simply, it's a temporary holding-pen for deleted items until you
empty the Recycle Bin. You can "clean it out" by emptying the Recycle Bin.
You cannot remove it.
