Hello, can anyone help?

1 I removed files from hard drive C/ not required etc.
2 Changed the windows look in control panel.
3 However the Settings were dreadful, tried to go to orignal setting, but
failed.
4 Tried restore, a few times.

Back to sort of orignal state, I want to remove a program,however windows
overides by tying to install it, with Erorr 1706. this happens on constantly,
how do I remove the above?
