Resetting default permissions

Resetting default permissions: Posted by Sam on October 18th, 2005; What is the best way that I can reset the default permissions for my
basic Windows folders, like Documents and Settings, Program Files and
the Windows.folder itself. Would doing a repair installation of
Windows do that? Or is there an easier method?
