You were so close Josh -- use the left mouse click to locate the menu item,
then right mouse click on the item and select delete.

Start-Run-Regedit
Navigate to this key and delete it.
HKEY_CLASSES_ROOT\Folder\shell\Browse with Paint Shop Pro
