- "Save Target As" automatically downloads the file

Hi. Everytime I use the "Save Target As" feature, it automatically downloads
the file instead of prompting me for the Filename and destination. And while
it's doing this automatic downloading thing with a large file for example, it
doesn't show the transfer rate and the status, it just displays the box that
says "Getting file status." Finally, when the downloading finishes, that's
the only time the prompt appears.
Any idea as to what's causing this and how I can fix it?

Launch Internet Explorer and from the Toolbar select:
Tools > Internet Options > Advanced, scroll down to
"Notify when downloads complete", place a check next
to it, then click Apply.
