- Scrolling Internet WITHOUT Mouse

Suppose I am on MSN.com as my home page.
F10 brings the cursor to the toolbar (file, edit, view, favorite, tools,
help).
How do I jump to the next toolbar (keyboard shortcut) without using the mouse?
The next toolbar is links, favorites, add to favorites, home, read mail,
print, etc.
In EXCEL, one uses Ctrl + Tab...but this is WINDOWS.
Please help...basically, my question is...how does one scroll without using
the mouse?

F10 gets me to the toolbar and the ARROW keys work insofar as that
toolbar's menu items are concerned!
But, I want to get to the NEXT toolbar.
How is this done???????????
