my security center indicates it is currently anavailable. its recommendation
is to restart computer but did not work.

Start>Run>services.msc>ok
Now scroll down to Security Center.Make the Startup type to 'Automatic'
and click the 'Start' button under the Service Status to start the service.

You haven't given much detail to be able to help.
Try accessing that function in different ways- but you haven't said how
you've tried in the first place.
Try through the control panel. Try through the Run dialogue-
%SystemRoot%\System32\wscui.cpl
What exactly is your error message? How are you signed on- user, admin?
And any other info that you may have that would allow people to give the
help you ask for.
