Setting permissions

When I start my computer, a dialog box comes up stating that I have read only
permission for All Users/Documents and Settings folder. This is despite the
fact I am the only user & Administrator.

What could be causing this - How exactly do I change the permission level to
full control? I am fairly new to using computers & would appreciate help in
solving this.
The Help & Support facility isn't much help.

Hoping someone can help

Note that if this is XP Home Edition you'll need to log on to safe mode in
order to be able to disable simple file sharing.
