On one of my users machines on the network, running XP when I right click on
the c:\ drive to share it. It does not give me the option to give it a share
name and try and share it. All I see is a warning and then it says something
about moving the folder to the shared documents folder???? What am I
missing. All of our office users are on the same workgroup?

You do not share an entire drive, only files and folders (directories). The
warning you are getting is correct.
