Software installation troubleshooting issue

Attempting to install Microsoft Accounting Express 2008. Download proceeded
without incident. Installation proceed for a few minutes only to generate
the message: Setup failed to install MOA2008. See C:\ Documents &
Settings\Maurice\ Local Settings\ Temp\ Mbsetuptmp137.log Regrettably, I
can only navigate to the 'Maurice' Folder as Local settings folder is not
seen and I am logged on as Administrator. Four install attempts have been
made only leading to the same outcome. This is a Windows XP Pro machine with
all of the service packs and updates Pentium IV 1.8 Ghz processor with 1Gb
memory. I have tried the search function which did not locate the log file.
Guidance sought

Tap the F8 key on pc start up,select safe mode,enter xp as "administrator",
see whats going on in the OS...

Went to the event viewer instead and found the following: Error 1935.. An
error occured during the installation of assembly 'AddressParser, Version 3.0
1001" Culture="neutral" fileversion 3 0 8 231 0. Please refer to Help &
Support for more info. HResult 0x80070020. Assemblyinterface
AssemblyCacheItem, function commit component
{CDABCF74-57A6-4C48-8747-D7134946 704A} Source MSI installer. Hoping to
have this deciphered
