- Where should the "temporary Internet files" folder be?

I believe the "temporary Internet files" folder should be under
\document and settings\user\local settings.
However, I found that sometimes there is another one under \document and
settings\user\local settings\temp. Furthermore, there is a "cookies"
folder in there also.
What gives?
