Windows appearance question re: scroll bars

Does anyone know how to alter the color (or shading) of the scroll bar (i.e.
the background color) for all WinXP windows?

On my new desktop the color/intensity is very faint.

My Google research indicates there have been a number of complaints about
scroll bars - especially (perhaps exclusively) from those using laptops.

Apparently there is not much that be done to make the scroll bar (especially
the background) easier to see.

Oh well. Life goes on.

Change View to Classic?

Only other thing that comes to mind is to bump up the contrast for the
monitor.
