To change number, currency, time, and date settings
1. Open Regional and Language Options in Control Panel.
2. On the Regional Options tab, under Standards and formats, click the
locale whose date, time, number, and currency format you want to use.
Notes
• To open Regional and Language Options, click Start, point to Settings,
click Control Panel, and then double-click Regional and Language Options.
• Click Customize if you want to change individual settings for date, time,
numbers, or currency.

Install TClock if Windows is too hard to work out, it has an easy to use
tick box system for 12 hour format, AM/PM, Custom formats, Alarm, and lots
more.

In Control Panel, click Date, Time, Language, and Regional Options.
Note If you are using Control Panel in Classic View, double-click
Regional and Language Options, and then skip to step 3.
Click Regional and Language Options.
Click Customize.
Click the Time tab.
Do one of the following:
Change Time format to HH:mm:ss for a 24-hour clock.
Change Time format to hh:mm:ss tt for a 12-hour clock.

to help get the settings the way an OP would like to have them in an
existing XP feature?

Sometimes third party programs are easier to use and have more features than
standard Windows stuff. Usually. Often. Almost always- choose whichever you
want.
There is nothing wrong with giving people alternatives. No one has said 'you
must' have they?
