- Windows-Level Macros That Can Control Applications?

Is there any such thing?
The situation at hand is:
----------------------------------------------------------
- I'm wearing a USB2 headset
- Listening to background music via an MP3 player app
- Got Cisco's VOIP application running
- The phone rings
- 'Twood be convenient to press some sort of keyboard combination
and have the MP3 player pause, the VOIP app come to the
foreground, and the have the VOIP's "Answer This Call"
button clicked.
