In the Connection settings on the device, look for a "USB-to-PC" applet. If
there, select it and uncheck the "Enable Advanced Networking" box that often
interferes with firewalls and sometimes results in the situation you
described.

Try disabling the firewall on the PC and see if that allows it to connect.
