How to make a new profile if "Mobile ..." in menu "File" is not availeble

I am using ActiveSync 3.8. The menu option "Mobile ..." is not available..
Therefor it is not possible to make a new account to synchronize my Pocket
PC.

Can anyone help me?

Can you clarify this please? Are you wanting to create a new Partnership?
What type of device are you using?
