I know this is possible with the BlackBerry and the BES server but
couldn't see (and maybe it isn't) possible with ActiveSync and
Exchange. Is there a way I can have, by user, ActiveSync not delete
email messages in Exchange when they are deleted from the PocketPC
device?

I think that they have to be deleted by default in order to keep both up to
date. You may try to create a POP3 account on your device rather than an
Exchange Server account, but you won't be able to synchronize subfolders
under Inbox or Sent Items from your device to be updated on the Exchange
Server.
