Can't get better than 26.6k connection

I'm trying to set up an economical internet connection for my dad from
his house in Holmdel NJ, in a newly developed tract. He had Comcast
cable modem service but he is retired and doesn't use it enough to
justify the large monthly expense. Unfortunately, he can't seem to get
better than a 26.6k modem connection. It's not a PC problem. I built
his machine and tested modem connections at 50+k from my home in CA.
It's not an ISP problem since we tried 3 or 4 with similar results. I
also get the same slow connection when dialing into his PC directly
using pcAnywhere. I'm sure the problem is with the local Verizon telco
lines. In hopes we could get that horror of a company to help diagnose
the problem, I had him sign up for Verizon dial-up ISP service.
Unfortunately, all they seem to be willing to do is try to sell him
DSL which is only a few bucks cheaper than he was paying for Comcast
cable - still too expensive on his budget. What could be limiting the
connection speed? What, if anything, can I do to get the local telco
to help? Am I wasting my time? Would any of the "speed up"
programs/services (Propel, ATN Web Accelerator, etc) be worthwhile in
this case?

To connect a V.90/92 mode requires that only a single digital/analog
conversion exist between the ISP and dialup modem. It also requires greater
bandwidth on the analog line then required by the FCC for voice.

I've never used any of the modem "gas additives" but it is hard to see how
any of them could dramatically speed up dialup.

Excuse the top post, please.

There is nothing you can do to get Verizon to provide your father with a
V.90 capable line. He is getting the best he can and Verizon is under no
legal obligation to provide a voice line of a quality that would provide a
tad more than 14400bps. Sorry, that's just one of the sad facts of telecomm
life.

Indeed ,it likely is a telco problem.
I could be that the telco has a shortage of lines in the area and have
imposed a multiplexing system on the line .
That means the line is shared by at least 2 users.
Such a multiplexing system can seriously affect data transfer, although it
would not affect telephone and fax traffic.
Here in the UK the multiplexing system is called DACS = Digital Acesss
Carrier System.

Because of a recent EU directive (Britain is member of the European Union)
I finally managed to have DACS removed from my phone line ,which for the
past 3 years had reduced the data transfer rate from 50.6 to 31.2 kBaud.

I am happy to say that the Baud rate is back to 50.6 k

You should also try Proxyconn Accelerator (free 7 day trial) I've
tried most of the accelerators out there and have found that PRoxyconn
gives better graphics and faster speeds for pages which I view often.
My dad uses the Proxyconn broadband companion product in Florida. He
has DSL, but the connection was much improved by using the proxyconn
service.
