Conexant modem won't connect - RESTRICTED

Some time in the last year it appears a Windows update has screwed
up my modem. I have cable so I haven't used the modem in a while.
Well, I wanted to fax today but the fax software wouldn't connect.
So I tried dialup networking - which I used to use daily last year -
no dice. Went to HyperTerminal. ATDT gets dial tone.
ATDT any number gets back RESTRICTED.

Check the net for solutions. It appears the modem
(a winmodem) maybe doing software Blacklisting.
There us a Blacklisting section in the INF file.

eMachines
Windows ME
Conexant SoftK56 PCI Modem

Any help greatly appreciated.
Also, I have NO money to replace this hardware.

I tried replacing the driver - no change.

Is it possible the eMachine was sold with a dial-up account, ie could
it be locked to a particular ISP? If so, then try reinstalling your
modem with a generic driver from http://www.conexant.com.

No - I used to use it to VPN to work. I tried the generic driver rout -
didn't work. Uninstalled the driver using Add/Uninstall and re-installed
from the original eMachines CD - no good. Does anyone even know
what RESTRICTED means? Did something get loaded into the
firmware?

A "SoftK56" modem has no firmware - all the operational code is in the
software drivers, AFAIK.

This URL talks about a RESTRICTED Conexant modem, but your problem
appears to be something else:

Can you dial out if you switch to fax mode (AT+FCLASS=1, or something
similar)?
