Their computer is a complete and utter POS, but hey, we all can't
afford those ting especially since they have a baby and another one on
the way. I tole them to look into getting a Gateway or Dell.
That being said, Comcast never provisioned the modem. They were being
charged for the service during the whole month the modem was
connected, and not provisioned. Is this a normal practice for
Comcast?

That's normal for any telecom company. Once a service is ordered and listed
as being activated, it's billed.
Spending a few hours talking to various customer service reps could probably
find at least one that'd pro-rate their bill. If the first isn't agreeable,
just call back and talk to another one.
