- Difference between 28.8Kb and 33.6Kb - DIY modem pool question...

Hi all,
I created a modem pool of 5 actiontec 56k modems. I know that people
will 100% not be able to dial up at 56K (v.90/KFlex/X2) because it is
analong-analog. However, I can't seem to connect at 33.6. Is this
due to the same reason? Is 28.8 the highest speed I can achieve over
an analog<->analong line? The line quality is good -- on both ends I
can connect at like 53333 to a local ISP.
Thanks for clearing up the difference between 28.8 and 33.6.
