- External modem connection problem

I am at wits' end trying to find the cause of this problem:
A Kortex (Novafax) external POTS modem is in good working order and
can connect to a variety of ISPs, but even very simple (graphics-poor)
web sites cannot be displayed in Internet Explorer. If a web site is
requested, the site will never display. The counter for bytes received
will update very slowly, much more slowly than the counter for bytes
sent. No error message will be displayed. Outlook Express does not
send or retrieve mail.
The PC (a Dell) is running Windows XP Pro SP2 (French version). The
anti-virus is avast! Home 4.6 (French version). The primary Internet
connection is cable via the ethernet port to a Linksys router. The
cable connection works fine. The POTS modem is used only for cable
backup.
Here's what I've tested:
1. All telphones were unplugged. A new (tested) line was run from the
wall plate to the modem. The problem was not resolved.
2. An internal modem in a different PC was connected to the same RJ-11
line and it worked normally.
3. A loopback connector was attached to the single COM port, the PC
was booted to MS-DOS and Modem Doctor 7.0 was used to check the COM
port. The COM port tests fine.
4. Modem Doctor was used to check the Kortex modem's function and it
tests correctly.
5. The Kortex was moved to another PC running Windows XP Pro (English
version), the driver was installed, and it works correctly.
6. Back on the PC having the problem, the modem was uninstalled, the
INF file was deleted, and the modem and the driver were reinstalled.
The modem is recognized as a "KORTEX 33600 VOCAL ASVD Externe PnP".
There was no effect on the problem.
7. "Silent Runners.vbs" was used to identify all processes starting up
with Windows. All processes and non-essential services (including the
anti-virus) were stopped. There was no effect on the problem. There
are _no_ signs of infection on this PC.
8. Each active module of the anti-virus was "paused" to disactivate it
without disabling services. There was no effect on the problem.
9. The ethernet cable leading to the Linksys router was disconnected.
There was no effect on the problem.
10. The modem's configuration was checked. Everything appears normal.
The diagnostics work normally.
11. I inspected the modem log file and found no sign of a problem. The
Event Log shows nothing, either.
However, I've obviously omitted something, since the modem doesn't
work once connected and there's nothing obviously wrong with it. What
else should I check?

Does device manager show any problems?
Is it the latest XP driver?
If this is a com port modem, are there any devices shown sharing the
IRQ for the port in device manager?
Some devices have difference in drivers for different language
versions of Windows. I don't know if that's the case here.
I suspect a problem with drivers. I suppose if it is a USB modem
there may be a problem with the USB port on the French box.

Thanks very much for your response.
Yes, the Kortex was described that way on both PCs. I should also add
that when the problem PC was purchased from Dell, I installed the same
modem driver and the modem worked. That was over a year ago. Something
happened since... (It's not my PC.)
The Windows Firewall is not activated and avast! has no firewall.
The modem log for the "machine in 5" follows in a separate message.
I'll post the modem log for the problem machine tomorrow..
Device manager shows no problem whatsoever on the problem machine.
This is not a USB modem. It's installed on COM1. The driver was
installed via Add Hardware in Control Panel on both machines and the
modem worked correctly from the start on the "machine in 5".
No devices are sharing COM1. (An IRQ conflict would also prevent the
modem from consistently connecting.) ISP authentication is normal.
It's subsequent data transfer that doesn't work. (That must be
relevant, but I don't appreciate yet why.)
The modem INF file is in English pseudo-code. Also, the same driver
has already worked on the same machine.
If that's true, how can I demonstrate itt?
Is there nothing I've overlooked in my testing? Something obvious?

the problem.
The log shows that the port speed on the French machine starts at 57.6 and
then goes to 115.2 and then back to 57.2. It stays at 115.2 on the other
machine.
Check the modem properties in control panel and make sure the port speed
is set to 115.2. Check the ISP connectoid properties under network
connections - under the general tab is a modem "configure..." button.
Under that button, there should be no modem protocol shown, make sure the
port speed is set to 115.2 and all the boxes for hardware flow control,
error correction and compression are checked. Or, it may be easier to
simply create a second modem connectoid for the same ISP with the default
settings, but simply give it a different name.

I believe you're right.
Both modem installs were performed with no driver INF present on the
system. (The driver INF was copied from a diskette.) The initial
connectoids were not modified in either case. On one machine the modem
worked, on the other it didn't. Modifications were subsequently made
only to the problem machine's connectoid.
The French-language (problem) PC is indeed turning off error control
and flow control before dialing the number:

From the driver INF file, I know that the command "\N0" turns off
error control; "%C0" turns off compression.
OTOH, as you noted, the English-language machine is leaving error
control and compression enabled before connecting:

The command "\N3" turns on error control; "%C3" turns on compression.
The lack of error control, then, explains the connection problems.
However, since the modem was installed the same way using the same
driver diskette on both PCs, I don't understand why error control is
being turned off.
Next Monday, I'll return to the problem PC and I'll uninstall the
modem, delete the OEM INF file, and reinstall the modem from the
driver diskette. I'll note how flow control and compression are
configured by default. I'll then see what I have to do to get the
right commands sent to the modem so it connects with error control and
compression enabled.
I'll post an update next Monday or Tuesday.
Thanks very much for your help -- you had me focus on the modem log
file, which identified where the problem was occurring and a clear way
of restoring modem functionality.

probably configured incorrect in the modem properties in control panel
or more likely in the dialup connectoid in network connections. Fix
those and/or recreate the connectoid before you try what you state.

The anomaly is not due to incorrect user configuration of modem
properties.
This same modem has been installed on two different PCs. On one of
them, an English version of XP Pro, the modem worked normally as of
the install. On the other, a French version of XP Pro, the modem
didn't work as of the install. Modem properties were not modified from
default on either install, but modem performance was not identical.
The install, then, was not identical on the two machines and my tests
on Monday will demonstrate the difference.

The modem on the PC with the French-language install of Windows XP Pro
has been fixed. I never examined or modified properties of the
connectoid, since error control can't be toggled there. Error control
was also found to be configured in Device Manager:
Port speed is not a factor, since either 57600 or 115200 will work
just fine for a 38400 bps modem.
Data Protocol was initially set at "Standard EC" and was not changed.
Compression had been disabled by me during testing and was switched
back to enabled.
Flow Control was initially set at "Hardware" and was not changed.
The modem was then retested. Despite standard error control and
compression having been configured, they were still being disabled
prior to every connection and data reception was severely compromised.
I added the init string "\N3" to enable error control. I verified in
the modem log that this string was sent to the modem immediately prior
to the dialing sequence. This solved the connection problem. I next
added "%C3" to the init string, which enabled compression.
The problem, then, was due to the French-language version of Windows
sending an EC-disable string to the modem just prior to the dialing
sequence despite error control being shown as enabled in the GUI. The
English-language version of Windows, when fed the same driver with the
same GUI configuration, sent an EC-enable string to the modem prior to
the dialing sequence.
